Building 21st Century Leadership Practices to Transform Health Systems

The Best Brains Exchange (BBE) convened policymakers, researchers, and health system leaders for a dialogue on fostering excellence in leadership practices to improve health system performance. The event served as a collaborative platform to refine best practices in leadership development programs, with a focus on identifying leadership qualities and strategies that contribute to positive health outcomes. Participants explored how evidence-based leadership practices could be integrated into development programs and leveraged to support system-wide transformation. Drawing on Nova Scotia’s experience with the Health System Leadership Academy (HSLA), the BBE highlighted early outcomes and lessons learned from the LEADS-based initiative. The BBE aimed to generate guidance for scaling the HSLA model, inform future leadership initiatives, and contribute to a renewed narrative that broadens the learnings of leadership and its impact on health policy and practice.

During the pandemic, organizations experienced a plethora of challenges collected through our action research project. As a result, new leadership practices began evolving that leaders should embrace in transformation efforts. Please see below the resources produced from this endeavour.

LEADS in a Caring Environment (LEADS) framework is a leadership capabilities framework representing an innovative and integrated investment in the future of health leadership in Canada. It provides a comprehensive approach to leadership development for the Canadian health sector, including leadership within the whole-system, within the health organizations, and within individual leaders. 

CHLNet, the Canadian College of Health Leaders, and LEADS Global oversee the strategic advocacy, integrity and renewal of the LEADS in a Caring Environment framework through a steering group.

The Canadian College of Health Leaders (CCHL), the Canadian Health Leadership Network (CHLNet), and LEADS Global are collaborating to update the LEADS in a Caring Environment leadership capabilities framework. Recognized as the preferred leadership framework for approximately 80% of Canadian health organizations that use a framework for that purpose, LEADS has been pivotal in guiding leadership development and accountability. Given the challenges intensified by the COVID-19 pandemic, including demands for social reform, climate change, and equity in healthcare delivery, the necessity for a refreshed framework is urgent.

Using an action research methodology, this project will involve diverse research participants, including LEADS users, authors, and scholars. A comprehensive approach—incorporating literature reviews, interviews, focus groups, surveys and other approaches—will ensure the framework reflects contemporary leadership standards. The formation of a 12-member Working Group of practitioners and academics will provide ongoing guidance and expertise throughout the process.

LEADS Global is an organization dedicated to sharing, with willing international partners, their experience with using LEADS to catalyze health leadership across the globe. In partnership with LEADS Canada, and led by a team of experienced health leaders, from Canada and abroad, LEADS Global is dedicated to building an understanding of moral and ethical leadership and how to enact it for the betterment of health care across the world.

Bringing Leadership to Life in Health 2020 documents just how important high quality, modern leadership – LEADS– is to health care. Leadership’s job is to integrate services across the continuum of care, create psychologically healthy workplaces, and stimulate people-centered service reforms. The second edition features over 35 new stories of how LEADS has been put to work in practice. The authors have curated well over 200 health-specific research articles on the importance of leadership to organizational and system performance.
